For years, they said, the sector relied on the assumption that job creation and economic investment would be enough to win community support. Meanwhile, critics have been effective at framing the issue in simple, visceral terms: giant buildings consuming enormous amounts of electricity and water to power artificial intelligence models that most residents will never use. This framing has proven politically potent, particularly in rural and suburban areas where residents fear industrial encroachment on residential neighborhoods.

Some industry leaders are now calling for a more proactive public engagement strategy, one that begins outreach long before a project is proposed and includes honest discussions about trade-offs. Others are exploring design changes, such as smaller facilities or alternative cooling methods, that might reduce the footprint of new developments and address some of the most common complaints.

But there is a growing recognition within the industry that the window for winning over skeptical communities may be closing.
